Description

Did a search and did not see anything on this. If a user is an 'admin', but are not a member of a project, they can do all types of things just like they were a member, but not change the issue status. If I remember correctly, it should be pretty easy to allow an admin to have allowable statuses of all that are available in the project. Either way, this is an issue we get a lot of questions about that is non-intuitive. Fixing this would make things seem more natural I believe.
