The possible actions for an issue are displayed at the right and are repeated.

This was taken from current ChiliProject-Homepage.

This can be seen with IE 7 or Mozilla Firefox 2 up to 11.
On a Mac it is displayed well.

Thanks a lot for reporting, as far as I can tell this is a duplicate of #869 though, which is fixed in master but hasn't been released yet and thus isn't active here yet either.
